МЕДИЧНЕ КАПЕЛАНСТВО В УКРАЇНІ: НОРМАТИВНІ ЗАСАДИ ТА ПЕРСПЕКТИВИ ВСЕБІЧНОГО ВПРОВАДЖЕННЯ

Анотація

У статті розглянуто історичні, нормативні та організаційні аспекти становлення медичного капеланства в Україні. Проаналізовано процес формування професійного інституту капеланів у сфері охорони здоров’я, починаючи від ініціатив Церкви до нормативного закріплення в наказі МОЗ України № 1407 від 9 вересня 2025 р. Особливу увагу приділено змісту Положення про капеланську діяльність у сфері охорони здоров’я, яке визначає правові засади діяльності капеланів, принципи їх етичної поведінки та умови реалізації духовної опіки в медичних закладах. Зроблено висновок про значення Положення як важливого кроку до інтеграції духовно-морального виміру в систему надання медичних послуг.

The article presents a comprehensive analysis of the development, legal institutionalization, and practical implementation of medical chaplaincy in Ukraine. The author emphasizes that spiritual care within the healthcare system has deep historical roots in the Christian tradition of mercy and pastoral service, although it was severely restricted during the Soviet period. The restoration of Ukraine’s independence created new opportunities for the Church’s pastoral mission among the sick and those in need. The study highlights the role of the Orthodox Church of Ukraine and the Kyiv Orthodox Theological Academy in the institutionalization of medical chaplaincy, particularly in organizing the training of chaplains and assistant chaplains, developing the specialized program “Clinical Pastoral Care,” and cooperating with the Ministry of Health of Ukraine.

Special attention is given to the analysis of the Regulation on Chaplaincy Activities in Healthcare, approved by the Order of the Ministry of Health of Ukraine No. 1407 (September 9, 2025). This document defines the legal and organizational framework of chaplaincy activities in healthcare and rehabilitation institutions, as well as the rights, duties, and ethical principles guiding the work of chaplains. The article outlines the content of its main sections: the scope of application, staffing requirements, possibilities for employment or voluntary service, conditions of access to patients, and ethical norms prohibiting interference in medical treatment.

The adoption of this Regulation represents a significant step toward the professional recognition of medical chaplaincy in Ukraine and confirms the state’s readiness for systematic cooperation with religious organizations in providing spiritual support to patients. It promotes a holistic approach to healthcare that integrates physical, psychological, and spiritual dimensions of human well-being, corresponding to the European principles of human-centered medicine.
